Colin Hamer was appointed Chairman of Warrington Action for the Homeless (WAH) having been Chairman of the North Cheshire Health Authority—an appointment that had followed a successful business career.His son Adam, a recent graduate with a BEng and an MEng in software from Sheffield University, worked as a volunteer.
It soon became clear that any software available was accommodation based so we looked to build a people-based system based on outcomes. To that end, we founded ecco solutions ltd in 2010 in conjunction with Holly Carr—a manager with WAH.
Neale Upstone, a graduate from Cambridge University in ICT with extensive software experience in large scale applications soon joined us as a shareholder/director

Holly Carr eventually took early retirement, and in 2020 we were delighted to appoint Jo Eaton who had a senior position with Creative Support—one of the largest not-for-profit providers of person-centred care and support in the UK.
We have recently appointed Elizabeth Rouse as our Business Development Manager.

ECCO (an acronym for evidenced client centred outcomes)is being used by third sector organisations, housing associations, care, supported accommodation and living organisations, to support over 10,000 clients with more than 750 different services configured in the software.
The support services modules in ECCO are used to record and evidence all the stages of delivering support to vulnerable clients against commissioner requirements. Customers use the software for services such as mental health, addiction services, learning disability, autism, and complex care services in CQC / OFSTED registered supported living, homelessness accommodation, residential homes, or community facilities.

We have been using ECCO software since 2012. Its clear graphical interface and intuitive work flow meant that ECCO was soon popular with our staff.
